This book discusses how teaching and research have been weighted differently in academia in 18 countries and one region, Hong Kong SAR, based on an international comparative study entitled the Changing Academic Profession (CAP). It addresses these issues using empirical evidence, the CAP data. Since the establishment of Berlin University in 1810, there has been controversy on teaching and research as the primary functions of universities and academics. The controversy increased when Johns Hopkins University was established in 1876 with only graduate programs, and more recently with the release of the Carnegie Foundation report Scholarship Reconsidered by Ernest L. Boyer in 1990. Since the publication of Scholarship Reconsidered in 1990, higher education scholars and policymakers began to pay attention to the details of teaching and research activities, a kind of ‘black box’ because only individual academics know how they conduct teaching and research in their own contexts.

Esta obra não foi elaborada no contexto do debate sobre o tema, quando o Estado alterou o Código do Trabalho e aboliu quatro feriados. A sua parte essencial, escrita há mais de dez anos, foi completada depois de 2005 e agora concluída. A concepção de feriados cívicos começou a surgir com o Liberalismo, vindo a consolidar-se no âmbito da celebração dos centenários e do debate sobre o descanso semanal, no final do século XIX e no início do século XX. Mas na Corte, antes e depois de 1820, celebravam-se os ”dias de gala”, de carácter real, cívico ou religioso. Em 1910 surgiu o plano dos feriados da República, em que não foram incluídos os dias santos, tendo em conta o processo de laicização. E esse sistema manteve-se na Ditadura e no Estado Novo, em que os feriados tiveram um sentido nacionalista, só se podendo falar de feriados religiosos em 1952. Com o 25 de Abril de 1974, para além de se tentar recriar a memória dos feriados anteriores, procurou criar-se e activar-se as festas do trabalhador e da liberdade (o 1.º de Maio e o 25 de Abril) e dar aos feriados municipais uma dimensão popular. Só agora se verificou uma viragem de paradigma, pois em 2011-2012, ainda no âmbito do Centenário da República, surgiu uma justificação simplesmente económica para reduzir os feriados oficiais. Para além do Corpo de Deus e de Todos os Santos, foram extintos dois feriados cívicos que simbolizam valores essenciais, o da Respublica e o da independência de Portugal, 5 de Outubro e 1.º de Dezembro.

Higher education is of growing public and political importance for society and the economy. Globalisation is transforming it from a local and national concern into one of international significance. In order to fulfil societal, governmental and business sector needs, many universities are aiming to (re-)position themselves. The book initially considers their “compass”. They aspire to transformational planning, mission and strategy in which social justice is important, people are not treated as mere means to an end, and traditional moral positions are respected. This transformational urge is sometimes vitiated by blunt demands of new public management that overlook universities’ potential for serving the public good. The volume then addresses universities’ success in meeting their targets. Often the challenge in evaluation is the need to reconcile tensions, for example between structure and pastoral care of students; institutional competition and collaboration; roles of academics and administrators; performance-based funding versus increased differentiation. Measurement is supposed to provide discipline, align institutional and state policy, and provide a vital impetus for change. Yet many of these measurement instruments are not fully fit for purpose. They do not take sufficient account of institutional missions, either of “old” or of specialist universities; and sophisticated measurement of the student experience requires massive resources. Change and positioning have become increasingly key elements of a complex but heterogeneous sector requiring new services and upgraded instruments.

Considera-se que os vários movimentos que se cruzaram e convergiram no Estado Novo de Salazar tiveram uma conceção do que deveria ser “o seu” Estado Novo. O mesmo se passa se compararmos o Estado Novo de Salazar com outros “Estados Novos” que se formaram na Europa e que procuravam uma via diferente do Estado demoliberal ou dos Estados comunista ou socialista. Assim sucedeu com o fascismo italiano ou o nazismo alemão, cada um com a sua história, sendo de notar que o nacional-socialismo se formou a partir de uma noção de “Raça” e de Império Alemão, com um arreigado anti-semitismo, que conduziu à “Solução Final” e ao “Holocausto”, criando a ideia de que ele constituiu o único e verdadeiro “totalitarismo”. Ao longo de quatro partes, o autor procurou, nos seus capítulos, a maioria resultante dos artigos citados, caracterizar o “Estado Novo” e os “Estados Novos”, mostrando a relação entre aquele e estes, nos aspetos políticos e culturais, distinguindo o conceito propagandístico de “originalidade” do regime de Salazar do conceito objetivo de “identidade”, que na verdade caracteriza cada uma das conceções e das práticas de “Estados Novos”.
