This book explores the goals, efforts and outcomes of international assistance to higher education over the past three decades and investigates how these have impacted changing State-university relations. Focusing on the case study of Indonesia, Bastiaens demonstrates how international aid facilitated and at times actively encouraged changing patterns of state-university relations from state control towards greater institutional autonomy. Through the use of various case studies from throughout the country and critical analysis of the relationships between international donors and domestic reformers, Bastiaens shows how the educational system of Indonesia was able to diversify resources, generate income, and become increasingly autonomous from government.

This book assesses whether East Asian higher education is providing research and innovation for growth and delivering its graduates with the skills necessary for productivity in the labor market. It also seeks to determine how higher education systems could be improved in order to deliver these outcomes. It features new data and diagnostic material to better understand labor markets, what skills firms want, and what skills graduates have; shows how countries can become more innovative; and describes in detail the key areas of reform needed for higher education to be a larger engine of East Asian growth. It will be of interest to policymakers, governments, academia, donors, NGOs, students, researchers, and lower- and middle-income countries looking to break the middle-income trap.

Since the General Agreement on Trade in Services (GATS) was created in 1995, there has been international pressure towards the liberalization of education all over the world, as well as new challenges to the traditional internationalization rationale in the field of higher education. Nevertheless, education liberalization under the GATS is also a contested process. Public universities, teachers unions, development NGOs and other education stakeholders have opposed and campaigned against the GATS in different countries and at a range of levels from local to global. Based on intensive fieldwork in the WTO headquarters and on two case studies (Argentina and Chile), Antoni Verger opens the black-box of the GATS negotiations in the field of education. His well-documented work explores in-depth how domestic actors and interests are key to understanding the constitution of the global education liberalization process entailed by the GATS as well as the opposition to this process in certain places. This book is crucial reading to anyone with an interest in the future of higher education.

Testimony on federal aid to higher education in Africa is recorded in this report of a congressional hearing. Subcommittee chairman Senator Paul Simon opened by describing his hope that more U.S. aid be directed to the relatively new but now deteriorating African institutions of higher education. John Hicks, from the Bureau for Africa at the Agency for International Development, testified on early efforts to assist Kenya and Uganda, past assistance in agricultural higher education, and current activities. Fred Hayward, of the American Council on Education, testified by comparing U.S. and African higher education. Frank Morris, Dean of Graduate Study and Research at Morgan State University (Maryland), testified about using indigenous experts, policies that encourage short-term solutions, and the untapped resources of the historically black colleges and universities in the U.S. Carl Schieren of the African American Institute testified on the role of African higher education in national development and the extreme challenges that hinder their efforts. Pearl Robinson of Tufts University (Massachusetts) testified on three programs of the African Academy of Sciences. Also included are prepared statements of all the witnesses and a record of the verbal testimony and questions that followed. (JB)
