The task of governing the Olympic Games and the Olympic movement now takes place in an age in which states and societies are increasingly organized in response to risk. At the heart of the risk management in organising the Olympics is the tension between the inherent riskiness of mega-events, which is attributable to their scale and complexities, combined with immense societal, political and organisational pressures for the management of risk. Over time, too, staging the Olympics has become more complex, and riskier, as a consequence of its growing scale and commercial success. Since the 1980s, a profound transformation has occurred in how the Games are organised and governed, with the increased transfer of risk to the market and the spread of regulation as a mode of governance and the formal practice of risk management across functions ranging from finance to security to critical infrastructures to public health. This book is a unique theoretical and empirical analysis of how the Olympic Games are governed, exploring the challenges and pressures of staging the world's largest event and the recent emergence of the formal practice of risk management as a response of decision-makers to the operational demands and complexities of the Games.

As London sought to use the Olympics to achieve an ambitious programme of urban renewal in the relatively socially deprived East London it attracted global attention and sparked debate. This book provides an in-depth study of the transformation of East London as a result of the 2012 Summer Olympic and Paralympic Games. Government and event organisers use legacies of urban renewal to justify hosting the world’s leading sports mega-event, this book examines and evaluates those legacies. The London Olympics and Urban Development: the mega-event city is composed of new research, conducted by academics and policy makers. It combines case study analysis with conceptual insight into the role of a sports mega-events in transforming the city. It critically assesses the narrative of legacy as a framework for legitimizing urban changes and examines the use of this framework as a means of evaluating the outcomes achieved. This book is about that process of renewal, with a focus on the period following the 2012 Games and the diverse social, political and cultural implications of London’s use of the narrative of legacy.

Managing Sport Mega-Events explores global developments in the management of sport mega-events. Sport mega-events such as the Olympic Games and the Football World Cup have been examined from a number of academic perspectives including history, sociology, politics, urban planning and economics. What is lacking, however, is a book which identifies and evaluates the current issues and complexities faced by those charged with the responsibility of managing these sport mega-events. This book fills the gap. The book addresses three broad but interconnected themes. First, strategic matters are explored focusing on the rise of sport mega-events, the management of stakeholders and governance issues. Second, how organisers can best ensure the sustainable management of sport mega-events is considered. Third, operational matters and related issues are examined including media management, broadcast management, venue management, risk management, marketing and sponsorship management. The book draws on leading international sport management scholars, each of whom has expertise in the organisation of sport mega-events. It makes a valuable contribution to the existing literature.

The preparations for the 2012 Olympic and Paralympic Games are going well overall and, despite time pressures, the Olympic Delivery Authority remains on course to deliver its construction programme. Five of the 24 main projects being undertaken by the Olympic Delivery Authority have now been completed ready for handover, and on current projections, the remaining projects will be delivered on time, though timings on three projects are becoming tight. Progress with the complex operational planning required for Games time has also been strengthened since the NAO last reported. The overall cost to the public purse of security during the Games has increased from £600 million to £757 million. The final cost of the Games is inherently uncertain. While the responsibility for important areas of cost has been resolved, £498 million of new scope has been added and there is now less contingency available to manage risk. £974 million contingency in the Public Sector Funding Package remains. Risks have been reduced but there can be no guarantee that the remaining contingency will be sufficient to cover further unknown risks to the Game. Progress has also been made in firming up the finances of LOCOG but there are still concerns that if it does not break even, public funding will be required. The report calls for an estimate of the net benefits expected to accrue to the UK which can be directly attributed to the Games.

Following on from the NAO report (HCP 252, session 2006-07; ISBN 9780102944273) published in February 2007, the Committee has examined the progress that has been made in preparing for the London 2012 Olympic and Paralympic Games and the areas of risk that will need to be managed. The report highlights seven main areas of risk including: i) the governance and delivery structures needed to co-ordinate the multiplicity of organisations and groups involved in the Games; ii) given the immovable deadline of the Games, any slippage in the delivery programme risks rising costs or a reduction in quality; iii) as the ultimate guarantor of funding for the Games, the Government needs to ensure the budget for the Games is clearly determined and effectively managed, given that the costs of the Games were seriously underestimated at the time of the bid; iv) the need for clarity in planning to ensure a lasting legacy for venues after the Games are over; and v) planning to minimise the impact of funding the Games on other National Lottery good causes.
