Significant public investment and increased access to higher education lead to economic development - governments across the political and ideological spectrum believe this and have designed and implemented policy based on this understanding. The Development of Postsecondary Education Systems in Canada examines how these policies affect the structure and performance of postsecondary education. This comprehensive study compares the evolution and outcomes of higher education policy in British Columbia, Ontario, and Quebec over the past three decades. The authors begin with an understanding that in order to explain the role of postsecondary education in society, they must locate systemic change. Drawing on documentary analysis and interviews, the focus is on how policy priorities are reflected in "system" behaviours: performance, funding arrangements, design, and structural components. Current theories about the liberal-democratic state, academic capitalism, and marketization inform discussions of the changing role of higher education in a globalized knowledge society. The book presents policy and education as a multidimensional exchange between the postsecondary community, policy makers, and the behaviour and performance of educational systems and concludes that higher education is a key actor in the restructuring of the state. The Development of Postsecondary Education Systems in Canada shows how higher education policy has been driven by a changing political and economic imperative and examines the contradictions and unintended consequences of education policy. Contributors include Jean Bernatchez (Université du Québec à Rimouski), Robert Clift (PhD candidate, University of British Columbia), Donald Fisher (University of British Columbia), Glen A. This book examines seven higher education organizations, exploring their interconnected lines: organizational change and organizational stability. These lines are nested within historical, social, cultural, and political contexts of two nations—the US and Canada—two provinces and three states: Alberta, British Columbia, California, Hawai’i, and Washington. The author studies the development of the community college and the development of the university from community college origins, bringing to the forefront these seven individual stories. Addressing continuity and discontinuity and identity preservation and identity change, as well as individual organizations’ responses to government policy, Levin analyzes and illuminates those policies with neoliberal assumptions and values.

Higher Education has become a central institution of society, building individual knowledge, skills, agency, and relational social networks at unprecedented depth and scale. Within a generation there has been an extraordinary global expansion of Higher Education, in every region in all but the poorest countries, outstripping economic growth and deriving primarily from familial aspirations for betterment. By focusing on the systems and countries that have already achieved near universal participation, High Participation Systems of Higher Education explores this remarkable transformation. The world enrolment ratio, now rising by 10 per cent every decade, is approaching 40 per cent, mostly in degree-granting institutions, including three quarters of young people in North America and Europe. Higher Education systems in the one in three countries that enrol more than 50 per cent are here classified as 'high participation systems'. Part I of the book measures, maps, and explains the growth of participation, and the implications for society and Higher Education itself. Drawing on a wide range of literature and data, the chapters theorize the changes in governance, institutional diversity, and stratification in Higher Education systems, and the subsequent effects in educational and social equity. The theoretical propositions regarding high-participation Higher Education developed in these chapters are then tested in the country case studies in Part II, presenting a comprehensive enquiry into the nature of the emerging 'high participation society'.
